to you herewith, for the information of Mr.Secr tary

Bonar Law, a copy of a letter addressed to this Depart-

ment by the firm of James Munro,Limited of Leith, with

reference to a shipment made by them prior to the Pro-

clamation of September 24th, consigned to the firm of

Andrews, von Fischerz and George,Limited, Shanghai.

Sir E. Grey has decided in view of the circum-

stances to instruct His Majesty's Cousul-Ceneral at

Shanghai to permit delivery of the shipment in question

and the firm have been informed accordingly.

I am to suggest that in view of the fact that the

S.S. "Peleus", on which the consignent was carried, was

due to touch at Hongkong and Singapore, instructions

should be sent to the authorities at these ports not

to interfere with the consignment in question or should

it have already been detained to release it.
